Paul Pastore's Top 10 Reasons It's a Great Time To Buy:

1. Selection, selection, selection.
Regardless of price range, there are plenty of houses from which to choose. There's a great selection of attached homes, condos and townhouses. You can find large lots, small lots, and a lot that will accommodate your boat or RV. You have many options. When resale inventories are low, buyers are forced to make compromises. Not today.

2. No bidding wars.
In 2005, we knew one family who made offers on 10 homes. They lost the first nine to the feeding frenzy that existed in the market - other buyers bid the properties up substantially from the original listing prices. There were even escalation clauses where buyers authorized their agents to outbid other offers by thousands of dollars. There's no competitive bidding in the buyer's market of today.

3. You can make an offer.
A few years ago when you made an offer, the only question was how high above the list price you should reach in hopes of being the best offer on the table. Today the sell price vs. list price ratio is about 96 percent. Sellers won't be insulted if you "make them an offer they can't refuse."

4. Patience is tolerated.
In the hot seller's market, everything was rushed. You had to find a house before other buyers did, then hurry up and make the offer. Today, buyers can take their time. They can look at several homes and think about their decision for a while.

5. Due diligence is welcomed.
In this market, a buyer is encouraged to obtain a home inspection, termite inspection and appraisal. In 2005, many buyers waived these contingencies in order to gain an advantage.

6. Plenty of specs.
Buyers sometimes had to play games if they wanted a newly built home. There were lotteries and waiting lists. Some buyers even slept in their cars in order to get to the head of the line.

7. Repair requests are accepted.
After buyers complete a home inspection, they're allowed to submit a repair request to the sellers. But in the past, sellers often insisted the home be sold as-is. Many times, there were back-up buyers waiting for the primary buyers to upset the sellers, whose home was increasing in value almost daily.

8. Few, if any investors.
It's estimated that one third of all sales in 2005 were to investors. These buyers caused the market to inflate and affordability to decline. Mortgage fraud became commonplace. It's a great time to buy without having to compete with hundreds of prospective landlords.

9. Location, location, location.
Today's buyers can find homes closer to work. In this market, reasonably priced homes are within biking or walking distance to schools, rapid transit lines and relatives.

10. Real financing is available.
The "wink, wink" zero-down, no-doc, adjustable, sub-prime loans are gone. Fixed rates are back. FHA financing, first-time homeowner bond programs, and special loans for teachers or police officers are back in business. The bottom line: It's a great time to buy real estate!

Winter in Lake Arrowhead

Is Your Home Ready for winter?

It may seem a little late to ask the question. After all, winter started back on Dec. 22. However, with cold weather in the mountains stretching into March or April (and sometimes even later), there are steps we can all take to make our homes safer and more comfortable during the cold weather.

WATER

Marc Lippert, customer service supervisor for Lake Arrowhead Community Services District, said LACSD has already had 60 to 70 calls for frozen or broken pipes.

One of the biggest problems, Lippert said, is some homeowners still have their irrigation systems fully charged in January. "They're supposed to be shut off by Dec. 1, but some of these homeowners haven't done a very good job," he said.

CLAWA (Crestline-Lake Arrowhead Water Agency) has only had a couple of calls. Both water districts hope this January does not become a repeat of January 2006, when LACSD alone had 400 to 500 calls for frozen or broken pipes.

"Our crews were on call 24 hours a day," Lippert said.

Both districts have winterizing tips for customers on their websites (www.lakearrowheadcsd.com and www.clawa.org). Both urge customers to disconnect and drain all outdoor hoses. Any pipes in unheated areas--a garage, buildup area or attic--should be insulated. Pipe wrapping materials are available at hardware stores.

Cracks around doors, windows and air vents can let winter winds in, possibly leading to frozen pipes. These cracks need to be sealed off, but don't plug air vents your furnace or water heater need for proper ventilation.

Every person in your family should know where the master shutoff valve is. Should there be a leak, you'll want to turn off this valve. And if you leave your property in the winter--even just for a couple of days--turn the water off.

After turning off the shutoff valve, you'll want to open and drain all your household and irrigation lines. Any trapped water can freeze, causing pipes to expand and break. After draining the lines, be sure to close them.

If you are going to be away from your home for an extended period of time, call your water agency to have them turn off the agency meter. After it is shut off, you will have to open your indoor faucets and let the water drain out of the pipes.

What if you wake up and find out your pipes have frozen? First of all, make sure you have your plumber's phone number handy. Most importantly, do not try to thaw the pipe with a torch with an open flame. This could cause the pipe to burst and could lead to a house fire.

LACSD suggests using a hair dryer on a low heat setting. Be sure to wave the hair dryer back and forth along the pipe; don't concentrate on one spot. Wrapping the frozen section with towels and pouring hot water over them will work, but it's messy.

The pipe may already be broken; it's not leaking because the water is frozen. Once it thaws, the water will rush out. Be ready to use your shutoff valve.

FIREPLACES AND

CHIMNEYS

If you haven't already had your chimney inspected--and cleaned if necessary--it's not too late to do so. With months left in our heating season, mountain residents should make sure their fireplaces and woodstoves are safe to use.

Chief Michael Sherman of the Crest Forest Fire Department said it seems to him there have been more chimney fires so far this year than in the same time period last year.

The problem is a buildup of creosote, caused by burning wood in your stove or fireplace. "The more you burn, the slower you burn, the greener you burn, the more the creosote builds up," Chief Sherman noted.

Nolan Calkins of Sweep's Luck Chimney Service said if people burn pine, which has more sap than harder woods, their chimneys may need to be inspected and cleaned more often--up to three times a year. But for most people, they recommend a yearly inspection. "If it doesn't need to be cleaned, we don't charge for the inspection," he said.

"Some people think if they have their chimney cleaned in the summer, they're all set," Calkins added. "But if they start burning in September, they may need another cleaning. Our rule of thumb is the fireplace needs to be inspected after you've burned about two cords of wood."

People who have fires going 24 hours a day, seven days a week can burn four or five cords over the course of the winter.

Another problem customers have been reporting is having their chimney caps blow off in our recent high winds. Calkins suggests going out and taking a look to be sure if it's in place. "If you can't see it, call us," he said. "We'll come check it for you."

Jason Woodruff of Sooty's Chimney Service expressed concern about people not taking care of their fireplaces. "The numbers seem to be down," he said, "and we don't know why.

"We like to remind people they're bringing a fire into a wood-framed home. There are multiple hazards from a fireplace--cracks and holes that can cause structure fires," Woodruff added.

As fire-certified inspectors, Sooty's does charge for their inspection.

Chief Sherman has some other recommendations for residents who either enjoy using their fireplaces or rely on them as their source of heat.

"Don't use your fireplace when it's very dry with extreme wind," he suggested. But for people who have to use their fireplaces for heat, he urges them to check their chimney screen (or cap) to make sure embers won't fly out.

"We went out on a roof fire just when it started to get cold," Chief Sherman said. "The wind had blown embers onto the shake roof."

Residents should also make sure there are no pine needles or debris on their roofs.

The chief also cautions residents not to burn trash or garbage, which gets hot very fast and can start a creosote fire. "Make sure there are no combustibles near your stove, keep children away from the fire and don't go to bed with a big fire burning."

Finally, the chief said to be sure your smoke detectors are working. "You want to make sure you get advance notice should a fire occur," he said.

FLOODS

Winter in the mountains means rain, snow and possible flooding. Homeowners need to be prepared to protect their homes from unwanted water.

Sand and sandbags are available from the local fire stations. The
County of San Bernardino recommends you try to direct the flow of water away from structures. However, don't try to dam the flow of water. Just deflect it.

OTHER THINGS TO CHECK

Mountain residents know power outages are more common than not during the winter. Between high winds and heavy snow loads, power lines sag and fall from time to time.

If you are one of the many who have a standby generator, take a moment to test it out--before you need it. And nothing seems darker than a house the moment the lights go out. Be prepared with flashlights in every room. And be sure there are fresh batteries in them--otherwise they won't do you much good.

Logging The Mountains of Lake Arrowhead, California

In June of 1851, a caravan of 500 Mormons set off from Salt Lake City crossed Cajon Pass and proceeded to set up a small settlement called San Bernardino. The real supply of lumber for this new town was going to have to come from the San Bernardino mountain-tops to Lake Arrowhead California, but there was no economical way to get there. It was decided that a road up Waterman Canyon to the mountain crest would be built. Just about every man in the community was recruited to help hack out the first public road into the Lake Arrowhead. This new road was incredibly steep and dangerous, however, serious logging in the Lake Arrowhead Mountains began in July of 1852. The center of activity for logging in the late 1800's was from Crestline to Little Bear Valley (later to become became "Lake Arrowhead"). By the turn of the century, most of the logging industry had spread east along the mountain tops towards the Running Springs / Green Valley area from Lake Arrowhead.

In 1881, the Arrowhead Reservoir Company took over the old Mormon Road. They re-graded the road, and rerouted the last 2 1/2 miles to the crest with switchbacks. It was operated as the waterman Canyon Toll Road until 1905, when the county took it over. Waterman Canyon Road has several of the notorious 13 switchbacks that tested both man and machine traveling into Lake Arrowhead. Travelers on their way to Lake Arrowhead Stop to rest and let their vehicles cool down on one of the many tight corners of the Waterman Canyon Toll Road. The Clark's Grade route ran up Santa Ana Canyon and over the crest (near Snow Summit) to Bear Valley. This road was eventually abandoned in favor of the longer Highway 38 route over the crest near Mt. Onyx.

In 1891, Gus Knight and John Metcalf built the Bear Valley Toll Road from Green Valley through Holcomb Valley to Big Bear Lake. It operated from 1892 until it was purchased by the county in 1911 and opened to free public travel. Cars lining up to travel into the mountains at the Santa Ana River control point. The road was only wide enough for one way traffic. So, a three hour up, then a three hour down control was used to handle traffic to and from Lake Arrowhead.

Lake Arrowhead Dam

In December of 1890, the Arrowhead Reservoir Company was formed. It was capitalized with $1,000,000 and plans to create a mammoth irrigation project on the western part of the San Bernardino Mountains to provide water for a thirsty San Bernardino. In 1891, the new company purchased over 4,000 acres of land in and around Little Bear Valley. They finished construction of a new toll road up Waterman Canyon by March of 1892 to haul heavy equipment and supplies to the new Lake Arrowhead dam site. By 1912, the Lake Arrowhead dam had reached a height of 160 feet. However, all of this came to a halt in 1913. Two years earlier in 1911, landowners from the desert side of the mountains had filled an injunction to stop the Arrowhead Reservoir & Power Company from diverting the natural flow of water. In 1913, the Superior Court in San Bernardino found in favor of the desert landowners. So, after spending $2,791,000 and 22 years of work, the Arrowhead Reservoir's plan to provide water to San Bernardino was dead.

In 1921, the Arrowhead Lake Company, a Los Angeles syndicate, purchased the Little Bear Lake and all of its properties from the Arrowhead Reservoir and Power Company. The immediately began work finishing the Lake Arrowhead dam. It was raised to a final height of 184 feet. However, the Arrowhead Lake Company wasn't interested in selling water. It was their plan to build the finest resort in Southern California. The lake was renamed "Lake Arrowhead". Luxury Lodges were built, a golf course was put in, and exclusive tracts were offered for sale. $8,000,000 was invested to demolish the existing Little Bear Resort and start construction on a unique Norman English style village.

On June 24, 1922, the new Lake Arrowhead village was officially opened to the public.

A Wet Lake Arrowhead Week

Winter Wonderland
 

The first big winter storm of the 2007-2008 season brought plenty of snow--up to nearly a foot--but very few real problems.

"Not a lot of problems were caused by the storm. It was pretty uneventful," said Crest Forest Fire Chief Michael Sherman. "The rain was heavy; therefore, we had a lot of runoff. For all the rain we had, we didn't have nearly as many problems as we thought we would.

"A lot of people used sandbags and took proactive steps to prevent flooding. We had a tree through the roof of a house and a lot of calls about smoke in the houses from the flues in fireplaces. Most problems were caused by the wind," the chief added.

There were no major car accidents due to the storm in Crest Forest Fire's district. "The accidents I heard about were pretty minor," reported Chief Sherman. "We were pretty slow in our district. On Saturday night from 9:30 p.m. to 2 a.m. we had a ton of calls--mostly smoke in residences caused by the flues in their chimneys. We had some electrical calls and we couldn't find anything except maybe a tree on the line.

"Everything was handled appropriately," continued Chief Sherman. "I was expecting to have more problems with as much rain and snow as we had. On Saturday morning, my wife and I looked at the Weather Channel and it said there was a wind advisory in effect in the mountains and a flood watch in place for the mountains, too. It said we would have mudslides, floods, heavy wind, rain and snow. It should have said, 'There will be no tsunamis or tornadoes, but everything else is possible.'

"Things have been pretty slow and we like it that way. We mostly chased chimney burnouts and smoke. There was one structure fire, but it was confined to one room."

Chief Bill Smith of the Running Springs Fire Department concurred. "We had a few calls for flooding," he said. "And on Monday we had a call about a tree and some power lines down across a street.

"But there was nothing major compared to what we were prepared for," Chief Smith added. People were prepared, he said. They had picked up hundreds of sandbags and got them in place before the storm hit.

"This storm didn't hit us as badly as we had anticipated," Chief Smith said with a sense of relief.

"Basically, the storm had no effects other than filling the lake," said Ranger Larry Hagernan of Lake Gregory Regional Park. "It's going into the overflow now. I wouldn't expect it to affect anything to do with the dredging of the lake. Everything is fine down here. Right now there is snow on the banks, so we're not seeing a lot of fishing."

The 7.17 inches of rain received in Lake Arrowhead raised the level of the lake abut 20 inches.

Rutledge noted three or four boats sank in the storm as the batteries in their bilge pumps failed. "Anyone who still has a boat on the lake would be well served to remove it."

Due the high winds, he added, a number of docks temporarily staked to the shoreline came loose. "It would be a good idea for dock owners to contact their dock contractors so they don't face a lot of repairs."

Rutledge added it's important to remove the temporary anchoring stakes. "As we get more rain, these will become harder and harder to retrieve. If they are not removed, they will become safety hazards to swimmers in the coming 2008 season."

Ken Nelsen, interim general manager of Lake Arrowhead Community Services District, was thrilled with the amount of moisture going into the lake. He pointed out the lake is continuing to rise due to the snow melt. "The creeks are running pretty heavy right now, and that's a good thing," Nelsen noted.

He said his treatment plant people were called out to monitor the wastewater treatment plants as there were several starts and stops due to power failures.

"They want to make sure the equipment is running properly, which it was," Nelsen added.

Long-term mortgage interest rates continued lower Thursday, and the benchmark 10-year Treasury bond yield dipped to 3.89 percent.

The 30-year fixed-rate average sank to 5.66 percent, and the 15-year fixed rate slid to 5.17 percent. The 1-year adjustable rate was down at 5.4 percent.

The 30-year Treasury bond yield edged up to 4.37 percent.

Rates and bonds are current as of 7:15 p.m. Eastern Standard Time.

Mortgage rate figures are according to Bankrate.com, which publishes nightly averages based on its survey of 4,000 banks in 50 states. Points on these mortgages range from zero to 3.5.

In other economic news, the Dow Jones Industrial Average rose 12.76 points, or 0.1 percent, finishing at 13,056.72. The Nasdaq lost 6.95 points, or 0.27 percent, closing at 2,602.68.

Long-term mortgage interest rates fell considerably Wednesday, and the benchmark 10-year Treasury bond yield dropped to 3.91 percent.

The 30-year fixed-rate average sank to 5.7 percent, and the 15-year fixed rate slid to 5.22 percent. The 1-year adjustable rate was down at 5.41 percent.

The 30-year Treasury bond yield dropped to 4.35 percent.

Rates and bonds are current as of 7:15 p.m. Eastern Standard Time.

Don't think you're done after pounding them back into wall

Q: Our home is two years old, and we have recently noticed round holes in the wallboard, usually in the ceiling near a wall. Upon inspection we noticed that the wallboard nails are working out. Is it sufficient to simply pound them back in and recover the surface, or are more elaborate measures called for? --Malcolm M., via e-mail

A: What you're seeing are known as "nail pops," and are fairly common in new homes. Much of the lumber that is available to builders today has a higher moisture content than the lumber of years past, and is often fairly damp when it's installed. Over time, the heat in the house dries out and shrinks the wood, and nails can work loose. This is especially common in drywall ceilings, where the weight of the drywall and the relatively small size of the nails make it easier for them to pull out slightly.

Nail pops can be hammered back in. Use a hammer with a crowned (convex) face so that as you tap the nail back in, you create a small "dimple" in the face of the drywall. However, since you are tapping the nail back into its original hole in the wood and its holding power is diminished, at each nail pop you need to install another nail next to the original one, about an inch or two away (make sure you nail it into the ceiling joist). This will help secure the drywall and greatly increases the chances that the nail pops will not reappear.

After that, use drywall joint compound to fill in the dimples. For best results, do this twice, allowing the compound to dry between coats. Finally, retexture the areas as needed to blend them in, using the patching texture in a spray can that's now available from most paint stores and home centers.
